*Minor Spoilers For Story of Seasons: Grand Bazaar below.
Anybody who has some familiarity with the Story of Seasons franchise knows how important the seed maker is to progression. In the games, it serves the dual purpose of allowing you to cut out the middle man and save yourself money on seeds, but also allows you to create seeds out of higher-tier crops, which makes maxing out your seed level and crop profit attainable. Story of Seasons: Grand Bazaar does not actually have a seed make; however, the core concept remains intact and enshrined in the main loop of the game.
Set in the mountainside, inspired by European locations, wind plays a varied and important role throughout Grand Bazaar, with windmills serving as crafting stations that the player can use to upgrade tools or craft accessories. While the first windmill located on the player’s farm is pretty limited, there are two others located in town that you still need to unlock. Doing so is done through side quests involving Isaac, the local windmill repairman. While character quests will often unlock based on your relationship with the character, this one is specifically tied to the Bazaar rank, which needs to reach level 3 to unlock this. It should unlock in the Summer, though I completed this. He will tell you he lost a tool in the Bazaar and request that you find it. Simply check the southwest area near a bench to grab it to return it to him.

This unlocks the blue windmill, which is the closest one to the entrance to the Grand Bazaar. Head inside, then, when interacting with all the crafting options, move your cursor down to reach all the options for crops that you have just unlocked. This windmill unlocks the ability to make seeds out of your standard crops, flowers, and year-round crops like soybeans. The biggest ‘get’ in this collection, though, is the ability to turn forageable mushrooms into seeds, which matters once you unlock the ability to place mushroom logs in the forest, with this being the only way actually to use them.
This is not all the seeds that you can create, though, from crops. You will also need to unlock the yellow windmill, which is near the entrance to the forest. Again, Isaac will have a task available to do so that will become available in the Fall, with a Bazaar rank of 4. For this one, continue using the windmills, and once you hit 100 uses, only tracked after accepting the quest, the yellow windmill will be available for use. What the Yellow Windmill allows the player to take tree crops and turn them into seeds.

Creating seeds is a one-to-one process, with one crop required for one seed. Grows that grow multiple yields benefit from the process, like cucumbers, with one yield being used for seeds and the other being sold at the Bazaar. There are also a few crops, like Strawberries or tree crops drop multiple from a crop per harvest and also benefit. Windmill processes are dependent on time, and complete tasks faster on days with more wind. Since a full stack of crops can take 2 to three days to finish, checking the wind before starting might be beneficial. Crops that have gone rotten can also be turned into seeds, in case you forgot you had some on hand and let that happen.
